GREAT CONCERN HAS BEEN EXPRESSED ABOUT SOME OF THE CHANGES WHICH ARE LIKELY TO TAKE PLACE REGARDING THE ROLE OF REGULATORY INSPECTORS.
Are you prepared to sit back and let these changes just happen without any consultation?
These changes include:
WORKLOAD MANAGEMENT - as people at the front line we are well aware the removal of lead inspectors with case loads will not be cost effective nor provide effective regulation. It takes more time to familiarize oneself with services never visited or little is known about before inspecting. There will be less effective communication between providers and inspectors and lack of rapport to try and bring about change. There will be lack of consistency in poorly performing services where trying to effect change and bring about compliance.Residents will feel the impact of having different inspectors at each inspection, they will be less likely to contribute to the inspection and we will have great difficulty in gaining their confidence and trust at each inspection.Staff members are unlikely to share sensitive information about any poor care practice within the homes.
Have service users and service providers been consulted about this proposed change?
DESIGNATED HOMEWORKING - have you been made aware or consulted about this change to our way of working?
CORE WORKING TIMES - have you been made aware or consulted about this proposed change with the advent of the new duty system?
CHANGE MANAGEMENT - generally the lack of communication and consultation between inspectors, policy makers and senior management. We are aware of the need for change and support it as required but the proposals being made are not consolidated before implementation resulting in constant readjustment.
A recent CSCI survey highlighted this lack of communication and consulation with ourselves resulting in low morale and frustration at not being involved and enabled to participate.Has CSCI carried out some research into the impact of different styles of regulation and inspecting services used by people who we see as vulnerable members of society? What evidence is there for this change and how is it for the better? We have not been able to contribute our professional experience and knowledge of the regulatory role at grass roots level.
