As you may know the TU side asked for a meeting with the IRR director Mike Rourke . This took place yesterday morning. Here is our summary of what was discussed.
The TU side urged management to consult fully with us on the future proposed changes to the organisation . We asked for management to give our members clear, honest and consistent information in a timely manner , across the Regions . And to be sensitive to the whole way forward .
The budget for the year April 07 to 08 is not finalised but is in the order of an £8M reduction. A significant cut .
Looking ahead to 08-09 CSCI and HCC have been told to expect a budget of 40% less than what they had in 2004/05 but that savings already made by CSCI would count towards that.
Programme of consultation meetings has been agreed - to start with management providing information about the rationale for the standard ratios so that the TU side can comment . HR to provide dates in the very near future.
Process to be handled Nationally so that TUs can be properly consulted.
There are not likely to be large numbers of jobs going because of natural wastage, non-renewal of temporary contracts etc. But this position may vary from Region to Region - The TU side made clear that any cuts beyond natural wastage should be by way of a fair and equitable voluntary redundancy scheme negotiated fully with us.
Business services colleagues would be expected to be involved in the clarification of some notifications but not instead of an inspection officer or manager , subject to the level of risk.
Social care Inspectors would be expected to input into the inspection of services that provide nursing care.
